Allows the Department of Corrections, Probation and Parole officers to recommend house arrest (Level IV home confinement) for any probation violator in appropriate circumstances, removing the prior restriction that limited such recommendations for persons convicted of violent crimes.

Expands eligibility for house arrest programs to include probation violators and parole violators charged with technical or misdemeanor violations, regardless of their original conviction type.

Maintains that house arrest programs must include reasonable monthly payments from participants, clear sanctions for violations, and Department of Correction ownership or leasing of all equipment.

Authorizes the Department to use electronic monitoring systems and emerging offender monitoring technology, or alternatively to supervise offenders without electronic equipment using other sufficient methods to ensure compliance.

Makes non-substantive technical changes to existing law to conform to the Legislative Drafting Manual.
