Changes the State Fire Prevention Commission structure to consist of 3 business/industry representatives (one from each county), 3 firefighters (one from each county), and the immediate past president of the Delaware Volunteer Firefighters' Association, all appointed by the Governor.

Requires the Delaware Volunteer Firefighters' Association to recommend three nominees to the Governor within 60 days before a commissioner's term expires or within 30 days following a vacancy.

Changes commissioner terms from 6 years to 4-year terms with a limit of 3 terms maximum, ensuring no more than 2 commissioners' terms expire in any single year.

Prohibits commissioners from holding politically elected or appointed positions while serving on the Commission, and from serving as officers of volunteer firefighters' associations or professional boards regulated by the Commission.

Creates an exempt Executive Director position (effective 30 days after enactment) to handle administrative duties, meeting coordination, and staff management.

Eliminates the State Fire Commission Advisory Board requirement.

Establishes presumption of neglect of duty if a commissioner misses 3 consecutive meetings and authorizes civil penalties and reasonable certification fees.
