Modifies voter qualifications to include property owners (90 consecutive days) and residents (30 days prior residency), with a limit of eight votes per property.

Establishes a three-member Board of Elections appointed by Town Council, with members required to be qualified voters and prohibited from being elected officials or their immediate family members.

Implements term limits restricting the Mayor to three consecutive terms and requires at least four of seven Council members to be residents throughout their terms.
