Requires at least 1 of the 4 directors appointed by the Mayor of Delaware City to the Corporation's Board be a resident of the Fort DuPont Complex.

Prohibits the executive director and employees from receiving gifts valued over $200 from the Corporation, Board, or Board members, and restricts property rentals to fair market value with written agreements.

Mandates the executive director provide annual written reports to the Board Chair and Fort DuPont Oversight Committee Chair on Corporation activities.

Eliminates General Assembly appropriations for Corporation administrative costs beginning January 1, 2022.

Establishes a 7-member Fort DuPont Oversight Committee with authority to review financial records, approve major property disposals, oversee redevelopment plans, and attend Board meetings.
