Dissolves and reestablishes the Human Trafficking Coordinating Council as the Human Trafficking Interagency Coordinating Council to administer and implement human trafficking laws.

Increases council membership from 15 to 24 members by adding representatives from the House of Representatives, Senate, Criminal Justice Council, Department of Transportation, and Division of Professional Regulation.

Adds a person who has been a victim of human trafficking and a person with prior experience working with trafficking victims in legal or advocacy capacity to the council.

Changes the quorum requirement from 7 members to 13 members for conducting council business.

Requires the council to submit written reports of its activities and recommendations to the Governor, General Assembly, and Chief Justice at least annually by September 15.
