Amends the Critical Need Reimbursement Program to allow direct reimbursement to institutions of higher education or Secretary of Education-approved Alternative Routes to Teacher Licensure and Certification programs for eligible teacher coursework.

Expands eligible institutions to include any out-of-state regionally-accredited college or university, not just Delaware institutions.

Allows reimbursement for up to one of the following per academic year: 2 non-credit-bearing seminars or workshops, up to 6 credits, or 1 non-credit-bearing seminar combined with up to 1 three-credit course.

Requires course completion with a 2.0 grade or higher on a 4.0 scale (or equivalent passing grade for non-credit courses) before reimbursement funds are distributed to the institution.

Caps reimbursement at the cost of tuition and fees at the highest-cost public institution in Delaware, with prorated allocation among institutions if funding is insufficient.
