DE HB93

Creates a Grants-In-Aid Committee composed of 3 Senate members appointed by the President Pro Tempore and 3 House members appointed by the Speaker of the House, with no more than 2 appointees from the same political party in either chamber.

Establishes alternating annual leadership between the two chambers, with a Senator serving as Chairperson and Representative as Vice Chairperson in odd-numbered years, and vice versa in even-numbered years.

Charges the Committee with reviewing applicant performance, financial stability, controls, audits, and efficiency, and requires itemized disclosure of state revenues, all grants received, and summaries of donations from other sources.

Grants the Committee authority to require additional financial documents deemed relevant to applicant review.

Compensates Committee members at the same rate as members of the Joint Legislative Oversight and Sunset Committee, with staffing provided by the Controller General's Office; takes effect August 1, 2021.
