Establishes a Long-Term Care and Memory Care Task Force to study and make recommendations on nursing facilities, intermediate care facilities for individuals with disabilities, assisted living facilities, and memory care units.

Task force comprised of 16 members including state legislators from both caucuses, department directors, representatives from healthcare associations, AARP Delaware, Alzheimer's Association, and three public members appointed by the Governor.

Task force shall review minimum staffing ratios in long-term care facilities, propose staffing options for various facility types, address activity staffing needs, and develop care requirements for individuals with Alzheimer's disease and other dementias.

Co-chairs must submit a final report with findings and recommendations to the General Assembly by May 31, 2023.

General Assembly responsible for providing support staff, including a legislative attorney, and materials necessary for the task force to complete its work.
