Declares intent to modernize Delaware's education funding system, which has remained largely unchanged since World War II and predates school desegregation and special education requirements.

Acknowledges Senate Bill No. 56's additional per-pupil funding for low-income and English learner students as a first step, while recognizing the need for comprehensive reform of state and local education funding.

Requires the Department of Education to submit a report by September 1, 2021, detailing district access to local revenue, per-pupil funding allocations by student groups, and school-level spending transparency.

Directs the report to analyze funding equity across districts for regular education, low-income, English learner, special education, and career and technical education students.

Mandates submission of findings to the chairs and co-chairs of Senate and House education committees to inform future education finance legislation.
