Establishes the Delaware Corrections Investigation Task Force with 11 members including legislators, medical professionals, judicial representatives, and public members to investigate inmate treatment and healthcare quality in state correctional institutions.

Task Force must hold its first meeting within 60 days of passage and complete final report by July 30, 2021, with findings and recommendations submitted to the General Assembly, Governor, and Legislative Council.

Grants Task Force access to protected health information of current and former inmates and authority to request testimony from Department of Correction employees, contractors, and medical providers.

Provides Task Force power to request subpoenas through the House Clerk by majority vote and to hold executive sessions for specific purposes related to the investigation.

Task Force expires 90 days after its first meeting; General Assembly is responsible for providing necessary support staff and materials.
