Establishes the Justice Forty Oversight Committee composed of 15 members to study and make recommendations regarding environmental justice in Delaware, aligned with President Biden's infrastructure plan targeting 40 percent of benefits to disadvantaged communities.

Committee composition includes 3 House members (appointed by Speaker), 3 Senate members (appointed by President Pro Tempore), and representatives from 8 state agencies including Natural Resources, Housing Authority, Health and Human Services, Agriculture, and Transportation, plus 1 member from the White House Environmental Justice Advisory Council.

Committee must identify disadvantaged communities with environmental justice impacts, identify infrastructure deficiencies, assist communities in developing funding applications, and submit a final report by December 31, 2022 to the General Assembly, Governor, and White House Environmental Quality Council.

Committee must hold its first meeting within 60 days of passage, with a quorum defined as a majority of members and official actions requiring quorum approval.

Resolution expires upon submission of the Committee's final findings and recommendations.
