Proclaims the week of February 21st as Delaware Saves Week in Delaware.

Urges Delawareans to open retirement and/or savings accounts, build emergency funds, create personal budgets, set savings goals, and pay down debt during Delaware Saves Week.

Cites that nearly 50% of American families lack retirement accounts, 39% cannot cover a $400 emergency, and more than 147,000 Delaware employees lack access to employer-sponsored retirement plans.

Commits the General Assembly to support solutions that expand access to retirement plans and savings accounts for retirement, education, homebuying, and emergencies.

Recognizes America Saves as a national campaign and the Office of the State Treasurer as a partner in promoting financial stability and savings initiatives.
