Reconstitutes the Delaware State Parent Advisory Council (DESPAC) as a self-governing body to serve as the statewide parent advisory group for Title I programs, monitor equitable education progress, and collaborate with the Department of Education on Title I planning

Creates a stakeholder Educational Equity Council composed of voting members from parent advisory groups, civil rights organizations, community organizations, and impacted families, along with non-voting members from education associations, state agencies, and school administrators

Assigns the Educational Equity Council responsibility for overseeing the education ombudsperson program, including developing renewal proposals, appointing RFP review members, and providing recommendations to improve program effectiveness

Requires the Council to review equity data, make recommendations on Delaware's progress toward educational equity, request additional data and reports, and provide public comment on needed improvements

Mandates the Department of Education to provide staff support and requested data to the Council, which must report findings and recommendations to the General Assembly annually beginning January 5, 2023
