Directs the Delaware State Housing Authority to conduct a comprehensive statewide housing assessment focused on affordable rental properties and housing for first-time homebuyers and moderate- to low-income families.

Assessment must analyze current housing needs for homeless individuals and families, including supportive and transitional housing options, and proposed resources to address these needs.

Assessment must evaluate potential grant and tax credit programs to incentivize nonprofits to provide temporary and transitional housing for homeless populations.

Assessment must examine funding needed to expand DSHA's loan and grant programs for first-time homebuyers, including programs to reduce closing costs, and analyze rental-to-savings programs and mortgage lending options for buyers with student loans.

Delaware State Housing Authority must provide the completed assessment to the General Assembly by January 1, 2023, including input from the Office of State Planning Coordination on zoning incentives for affordable housing construction and consideration of state surplus property for affordable housing development.
