Encourages State of Delaware employees to make informed healthcare decisions during Open Enrollment (May 3-19, 2021) for the plan year beginning July 1, 2021, and throughout the year.

Promotes establishing a Primary Care Provider, participating in wellness and condition care coordination programs, and engaging in preventive care through appropriate tests, screenings, and annual physical exams.

Encourages employees to participate in the Diabetes Prevention Program and use in-network freestanding facilities for outpatient lab work and imaging services, noting that nearly 1 in 7 state employees (15,015) had diabetes or pre-diabetes episodes costing over $109.8 million in fiscal year 2020.

Recommends using emergency rooms only for true emergencies and directing non-emergency care to Primary Care Providers, the 24/7 Nurse Line, telemedicine, or urgent care facilities.

Calls for a team approach among educated consumers to help control rising healthcare costs and maintain high-quality, affordable benefit options for state employees.
