Repeals temporary rules and establishes permanent rules governing the House of Representatives for the 151st General Assembly, covering parliamentary procedures, member conduct, committee operations, and legislative processes.

Requires a quorum of 21 members, establishes the Speaker's authority over agenda-setting and committee assignments, and defines procedures for introducing, amending, and voting on bills and resolutions.

Implements an anti-harassment policy with procedures for informal and formal complaints, investigations by the Ethics Committee, mandatory training, and protection against retaliation.

Authorizes virtual meetings during emergencies when authorized by the President Pro Tempore and Speaker, with requirements for member verification, simultaneous communication, and public access to proceedings and recordings.

Establishes ethics standards prohibiting conflicts of interest, bribery, gratuities, and misconduct; requires financial disclosures and compliance with campaign finance laws; and allows disciplinary action including suspension or expulsion by two-thirds vote.
