Amends House Rule 43 to require a three-fifths vote of all House members elected to suspend any House Rule, instead of the previous requirement.

Suspension of Rules motion remains debatable but cannot be reconsidered, laid on the table, postponed indefinitely, or allow other motions except to adjourn while pending.

A separate suspension of Rules is required for each individual measure.

Three-fifths suspension requirement mandates a roll call vote rather than voice vote, creating a public record of each legislator's position on the suspension.

Designed to ensure broad consensus is needed for suspending House Rules and to increase transparency in legislative procedures.
