Establishes authority for New Castle County to create stormwater maintenance districts through an implementing ordinance that sets procedures and criteria for district establishment and operation.

Requires all new subdivisions and land developments approved after implementation in unincorporated New Castle County to establish a stormwater maintenance district as a condition of plan approval, with fees beginning only after infrastructure completion and approval.

Allows existing subdivisions and land developments established before implementation to petition the county to declare their area a stormwater maintenance district, which requires a public hearing with 10-21 day notice.

Authorizes the county to levy and collect annual unit fees from each property within a district, calculated by dividing total maintenance costs plus pro rata administrative costs by the number of applicable units, and to collect fees as a lien similar to county taxes.

Permits the county to consolidate multiple districts and contract with the New Castle Conservation District or other entities for stormwater infrastructure maintenance, with all funds held in a separate county fund for stormwater maintenance expenses.
