Creates Chapter 30P of Title 16 establishing a standing order system allowing pharmacists to dispense contraceptives and dispense and administer injectable hormonal contraceptives without individual prescriptions.

Requires the Department of Health and Social Services to create a written standing order and promulgate regulations in consultation with the Board of Pharmacy and Board of Medical Licensure and Discipline.

Mandates pharmacists complete approved training, provide patients with self-screening risk assessment tools, refer patients to healthcare practitioners for additional care, and furnish written records of the encounter and contraceptive dispensed or administered.

Specifies regulations must establish the maximum time period patients may receive contraceptives without examination by a healthcare practitioner and require pharmacists to dispense contraceptives as soon as practicable after determining patient eligibility.

Amends Title 24 to include dispensing and administering injectable hormonal contraceptives under Chapter 30P as part of the practice of pharmacy; effective immediately or upon publication of final implementing regulations, whichever is earlier.
