Designates students enrolled in homeschools as "parentally-placed private school children" for purposes of the Individuals with Disabilities Education Act (IDEA), making them eligible for equitable services using proportionate share federal funds.

Maintains the existing three types of homeschools: multi-family homeschools, single-family homeschools, and single-family homeschools coordinated with local school districts.

Enables homeschool students with disabilities to access the same special education services available to private school students, including speech therapy services.

Makes technical corrections to existing homeschool definitions to conform to Delaware Legislative Drafting Manual standards, including grammatical updates to plural and singular terminology.
