Requires the County Attorney of New Castle County to be appointed by the County Executive with the advice and consent of the New Castle County Council, rather than by the County Executive alone.

Aligns the County Attorney appointment process with other department directors in New Castle County government, who are already appointed by the County Executive with County Council approval.

The County Attorney will continue to serve at the pleasure of the County Executive.

Amends § 1392 of Title 9 of the Delaware Code and makes conforming changes to § 1120.

Aims to ensure the Office of Law provides unbiased legal advice to both the County Executive and County Council by requiring Council consent in the appointment process.
