Allows spouses and children of active duty military members assigned to duty outside Delaware to qualify as in-state residents for tuition purposes at Delaware public universities, colleges, and community colleges.

Entitles eligible military family members to pay in-state tuition rates and fees instead of out-of-state rates as long as they remain enrolled at the institution.

Applies to military members who were assigned to duty in Delaware immediately before being assigned to duty elsewhere.
