Establishes specific fines for violations of § 4134 (operation of vehicles on approach of emergency vehicles): $150 for first offense and $300 for subsequent offenses.

Previously, violations were subject to general penalty provisions under § 4205 (fines of $25-$75 for first offense, $57.50-$95 for subsequent offenses).

Clarifies that drivers approaching stationary emergency vehicles, Department of Transportation vehicles, tow trucks, or public utility vehicles with flashing lights must either change lanes (if safe) or reduce speed to a safe speed while passing.

Maintains that hitting, striking, or contacting an emergency responder with a vehicle and causing physical injury while violating subsection (b) constitutes a class F felony.

Makes technical corrections to conform existing law to Delaware Legislative Drafting Manual standards.
