Amends Delaware's Health Information Network (DHIN) chapter to conform with legislative drafting standards, primarily making technical corrections without substantive changes.

Clarifies DHIN Board member suspension and removal procedures, allowing the Governor to suspend or remove a member for misfeasance, malfeasance, nonfeasance, neglect of duty (including absence from 3 consecutive meetings or less than 50% attendance in a calendar year), or upon Board recommendation.

Updates statutory language to use active voice, singular form, list formatting, and replace "party" with "person" throughout the chapter for consistency and clarity.

Includes conditional effective date provisions: Section 8 does not take effect if SB 88 is enacted before January 1, 2023, and Section 11 does not take effect if SB 119 is enacted before January 1, 2023.

Takes effect January 1 following enactment to accommodate pending related legislation from the Joint Legislative Oversight and Sunset Committee's review of DHIN.
