Permits public school coaches to provide out-of-season instruction, with or without pay, to returning varsity or sub-varsity team members without violating the State Employees' Code of Conduct if standards are met.

Requires the Delaware Interscholastic Athletic Association Board to formulate regulations addressing: limits on number of Association athletes per coach's team, contact periods, amount of contact time, and compliance monitoring.

Regulations must be promulgated under the Administrative Procedures Act (Chapter 101, Title 29).

Requires DIAA Board to submit proposed regulations to the Registrar of Regulations by August 15, 2021, addressing any criteria not already covered in existing or proposed regulations.

Addresses competitive disadvantage Delaware student athletes faced when coaches were prohibited from out-of-season coaching under previous Public Integrity Commission advisory opinions.
