Requires educator preparation programs to incorporate instruction in evidence-based reading instruction for prospective elementary school teachers, early childhood teachers, special education teachers, and reading specialists.

Mandates instruction cover 16 specific components of reading literacy including phonological processing, phonics, fluency, vocabulary, text comprehension, spelling, orthographic processing, morphological awareness, and interventions for struggling readers.

Requires the Department of Education to establish minimum hours of professional development training that instructors in educator preparation programs must complete in evidence-based reading instruction.

Compliance deadline is the first accreditation cycle after June 30, 2023.

Makes technical corrections to existing law in Title 14 of the Delaware Code.
