Amends Delaware's public assistance code (Title 31) to expand the Superior Court's authority when reviewing appeals of administrative hearing decisions regarding public assistance benefits

Grants the Superior Court explicit power to remand cases back to administrative hearings for further factual findings or other proceedings consistent with the court's order

Applies to appeals from applicants or recipients of public assistance benefits under Chapters 5 and 6 of Title 31 who have received adverse administrative decisions resulting in financial harm

Addresses a gap in current law where courts reviewing appeals on the record were bound by findings below with no ability to seek clarification or protect procedural interests of parties

Aligns the judicial review process for public assistance cases with the more flexible approach available under Delaware's Administrative Procedures Act
