Changes the composition of the Authority on Radiation Protection from 15 members (1 administrator, 2 secretaries, and 12 appointees) to 15 members (2 secretaries and 13 Governor-appointed members).

Modifies the specific qualifications and categories of appointed members to include: a doctor of medicine/osteopathy, a dentist, a radiologist, a veterinarian, a certified radiation technologist/technician, a pharmacist, two faculty members from different Delaware institutions, two industry members, and three public members with radiation-related experience (one from each county).

Grants the Governor authority to remove Authority members for gross inefficiency, misfeasance, nonfeasance, malfeasance, or neglect of duty, and permits removal if a member misses three successive meetings without just cause.

Clarifies that vacant member positions do not count toward establishing a quorum for Authority meetings.

Maintains existing provisions for 3-year appointment terms, annual meetings, bylaws review, and regulatory authority over ionizing radiation control.
