Removes the exclusion of Community Transportation Fund contracts from the Department of Transportation's performance-based rating system for large public works contracts.

Contractors meeting or exceeding the minimum performance rating are eligible to bid on Department of Transportation projects.

Contractors not meeting the minimum performance rating may still bid if they allow the Department to retain up to 5% of contract payments under variable retainage provisions.

At 50% project completion, underperforming contractors may request retainage be reduced to 2% following an interim evaluation.

Project completion percentage is calculated based on actual work completed, excluding payments for stored materials.
