Requires landlords in manufactured home communities to provide all rental agreements, community rules, fee schedules, chapter summaries, and statutory notices to tenants and prospective tenants in both English and Spanish at no cost.

Mandates that any written notices under § 7016 (including 7-day, 12-day, and 6-month notices) and rent increase letters be provided in both languages.

Allows tenants to waive the right to receive materials in Spanish by signing a provided waiver form in both English and Spanish.

Establishes a presumption that no waiver was signed if a landlord cannot produce a signed waiver for any tenant or prospective tenant.

Requires existing tenants with leases longer than 1 year to receive bilingual materials no later than 1 year from the effective date; takes effect September 1, 2021 or 30 days after enactment, whichever is later.
