Establishes a program administered by the Office of the Child Advocate to pay costs of driver education, licensure fees, and motor vehicle insurance for children in Department custody and eligible individuals under extended jurisdiction.

Expands program eligibility to include children who reach permanency status, turn 18 years old, are subject to extended jurisdiction, or receive independent living services, with extensions available up to one year after age of majority.

Exempts eligible children and individuals from paying driver's license fees under §§ 2710, 2712, 2715, and 2720 of Title 21 when participating in the program.

Prohibits insurers from charging additional premiums solely for adding foster children to policies and prevents use of coverage lapses due to program participation as rating factors when youth in foster care seek new insurance.

Limits foster parent liability for negligence of children who procure separate insurance through the program and appropriates $60,000 annually for Fiscal Years 2023-2024 to implement the Act; expires 2 years from implementation unless extended.
