• Establish a limited durable power of attorney for motor vehicle matters in Delaware, allowing agents to complete documentation required by the Department of Motor Vehicles on behalf of principals.

• Permit electronic signatures on power of attorney documents using Department-approved verification systems as an alternative to notarization, reducing document processing time and costs.

• Define the power of attorney as effective upon execution and automatically terminating upon one of six specified events including principal's death, revocation, purpose accomplishment, or one year from execution date, whichever occurs first.

• Require agents to execute a certification acknowledging fiduciary duties including acting in good faith, maintaining separate assets, keeping accurate records, and communicating regularly with the principal.

• Authorize the Court of Chancery to modify, suspend, or revoke agent powers and establish that appointment of a court-ordered guardian terminates all personal powers of attorney.
