Renames "vehicle height monitoring system" to "truck monitoring system" to better reflect its purpose of enforcing truck restrictions on certain roadways.

Authorizes counties and municipalities to install and operate truck monitoring systems on roads they maintain, subject to adopting an ordinance, publishing notice, and meeting signage requirements.

Makes the county or municipality that authorizes a truck monitoring system responsible for paying installation, maintenance, and operational costs, with an option to use Community Transportation Funds.

Establishes that truck monitoring systems assist in enforcing existing vehicle size and weight restrictions under state, county, and municipal law, and does not create new violations.

Requires the Department of Safety and Homeland Security to select a system vendor through competitive procurement, with prohibitions on conflicts of interest for administrators and enforcers.
