Proposes a constitutional amendment to Article I of the Delaware Constitution establishing an individual right to hunt, fish, or trap wildlife in Delaware.

Declares hunting, fishing, and trapping as valued parts of Delaware's natural heritage and the preferred means of managing and controlling wildlife.

Permits use of traditional methods subject to laws and regulations enacted by the General Assembly for wildlife protection, conservation, and management.

Specifies the amendment does not affect trespass or property rights laws, water rights, commercial regulation, license suspension/revocation authority, or burden of proof standards for legal challenges.

Requires a two-thirds majority vote in both houses of the General Assembly to pass and represents Delaware's alignment with 21 other states with similar constitutional hunting and fishing protections.
