Establishes a line-of-duty disability insurance policy covering cancer diagnoses for volunteer firefighters, paid firefighters, fire marshals, fire instructors, fire police, EMTs, and paramedics in Delaware after 3 years of active service.

Provides lump sum benefits of $5,000 for early stage cancer and $20,000 for advanced stage cancer, with a lifetime maximum of $40,000 per member.

Offers monthly disability benefits for up to 36 months: Class 1 (active paid firefighters) receives the lesser of 60% of monthly salary or $4,000; Class 2 (other eligible personnel) receives $1,500 per month.

Funds the policy through an assessment of 0.08% of gross insurance premiums written in Delaware, collected by the Insurance Commissioner and transferred to the Insurance Coverage Office.

Extends eligibility for benefits to 60 months after an active member ceases service; benefits are exempt from taxes and legal attachment, with claims subject to a 2-year statute of limitations from diagnosis.
