Allows persons 21 years of age or older to carry concealed deadly weapons without a license if they are not prohibited under Delaware or federal law.

Repeals the existing licensing system under § 1441 of Title 11 that required applicants to obtain court approval, submit references, complete firearms training, and pay fees.

Maintains criminal penalties for carrying concealed deadly weapons: class G felony for non-firearm weapons and class D felony for firearms.

Exempts holders of valid licenses under § 1441A (qualified law-enforcement officers) and § 1441B (qualified retired law-enforcement officers) from background check requirements when purchasing firearms.

Makes conforming amendments to Title 9, Title 10, and Title 22 to remove references to the repealed concealed carry licensing system and update firearms regulations in county and municipal buildings.
