Reorganizes Dewey Beach's government under a Council-Manager form, with a 5-member elected Town Council responsible for policy and a professional Town Manager appointed to oversee daily administrative operations

Establishes that at least 2 of the 5 Town Commissioners must be Resident Town Commissioners (bona fide residents and domiciliaries of the Town), while the Mayor must also qualify as a Resident Commissioner

Expands voter qualifications to include individuals 18+ who are bona fide residents, real property owners, leaseholders with 5+ year terms, or trustees/settlors of trusts holding Town property

Increases the Town's maximum aggregate borrowing limit from $1,500,000 to $3,000,000, with amounts exceeding this cap requiring voter approval by referendum

Raises the maximum civil or criminal penalty the Alderman's Court may impose from $500 to $1,000 (exclusive of costs), while maintaining the 30-day maximum imprisonment term
