Updates the Town of Milton's official boundary map reference from October 3, 2016 to January 15, 2021

Streamlines the annexation process by reducing the Special Review Committee's reporting deadline from 120 days to 90 days and shortening the waiting period for resubmitting rejected annexation petitions from 365 days to 6 months

Authorizes the Mayor and Town Council to establish tax increment financing districts and special development districts under Chapters 17 and 18 of Title 22 of the Delaware Code, including the authority to levy special taxes and issue bonds for such districts

Requires any proposed sale, exchange, interconnection, or disposal of the Town's potable water system to be approved by a two-thirds vote of the Mayor and Town Council followed by a majority vote in a special referendum within 60 days

Eliminates the referendum requirement for municipal borrowing when the Town receives 100% principal forgiveness from federal, state, or local government funding sources
