Increases the contribution or expenditure threshold for candidates to form a campaign committee from $2,000 to $5,000 for public offices including municipal offices.

Changes the deadline for filing campaign finance reports from 4:30 p.m. to 11:59 p.m. and requires electronic filing using the Department of Elections' campaign finance reporting system.

Establishes a deadline for candidates to withdraw from the general election ballot (4:30 p.m. on the first Friday after certificate of nomination submission).

Makes technical corrections to Delaware election law to conform with the Delaware Legislative Drafting Manual standards.

Requires a two-thirds majority vote for passage due to constitutional requirements for amending municipal charters.
