Allows retail dealers in Sussex County to sell nonoxygenated gasoline (without ethanol) and oxygenated gasoline (including isobutanol) into watercraft service tanks.

Defines "watercraft" as any vessel other than a seaplane on water that is used or capable of being used as a means of transportation on water.

Requires the Department of Agriculture to adopt regulations necessary to administer and enforce the new fuel sales provisions.

Becomes effective immediately upon enactment or upon whichever occurs earlier: 1 year from enactment or notice from the Department of Agriculture that final regulations have been promulgated.

Addresses competitive disadvantage with Maryland, which already permits non-ethanol gasoline sales in adjacent counties, while maintaining compliance with National Ambient Air Quality Standards.
