Designates the Town of Delmar, Delaware as a "public employer" under Delaware's Police Officers' and Firefighters' Employment Relations Act (Chapter 16 of Title 19).

Applies Chapter 16 of Title 19 of the Delaware Code to the Town of Delmar, including in any cooperative agreements with the Town of Delmar, Maryland.

Amends § 1602 of Title 19 to explicitly include the Town of Delmar in the definition of "public employer" or "employer."

Modifies Section 4 of the Town of Delmar Charter to clarify that all provisions of Chapter 16 apply to the Town regardless of other charter provisions.
