Awards 10 days per month of additional good time credit to persons who served in Level 4 or Level 5 facilities between March 13, 2020, and June 30, 2021, to compensate for lost programming opportunities during COVID-19 pandemic restrictions.

Eliminates program completion delays for release dates when programs were suspended, delayed, or canceled between March 13, 2020, and June 30, 2021; Department must arrange for completion in the community instead.

Awards 7 days of additional good time credit to any incarcerated person who receives an FDA-approved or emergency-authorized COVID-19 vaccine, regardless of when the vaccine was received.

Clarifies that good time credits earned under pandemic and vaccine provisions do not count against the 160-day annual limit on total good time earned.

Makes technical corrections to Delaware Code language regarding good time credit administration and terminology.
