Requires contractors on public works projects to include craft training programs for each relevant craft if the project meets prevailing wage requirements, the contractor employs 10+ employees, and the project is not a federal highway project (with limited exceptions).

Allows contractors to satisfy craft training requirements by: employing active apprentices in registered programs, being consortium members with active apprentices, or making annual payments of $10,000-$20,000 to the Apprenticeship and Training Fund based on company size.

Establishes the Apprenticeship and Training Fund to receive craft training payments, with 20% allocated to the Department of Labor for apprenticeship promotion and 80% to the Department of Education for technical instruction and pre-apprenticeship programs.

Requires the Department of Labor to maintain an annual list by January 31 of approved craft training programs with at least one active apprentice completion in the prior two years, including payment amounts for each craft.

Imposes penalties for contractor non-compliance including payments to the Fund plus up to 10% additional penalty, with suspension or debarment up to 5 years for craft training requirement violations.
