Increases registration fees for pet food (dog and dog food) from $23 to $50 per product per brand in year 1, $75 in year 2, and $100 in year 3, while maintaining the existing $23 fee for all other commercial feed.

Directs $25 from each pet food registration fee to the General Fund and allocates remaining revenue to the Spay/Neuter Fund created under Chapter 30F of Title 16, with funds reserved for Department of Agriculture technology development costs.

Establishes annual reporting requirement from the Office of Animal Welfare on pet food fee usage, to be provided to relevant state officials including the Secretaries of Agriculture and Health and Social Services and relevant committee chairs.

Creates additional revenue stream for the State Spay/Neuter Program to support free-roaming animal spay/neuter services, income-eligible pet owners, and qualified non-profit animal welfare organizations.
