Expands the Parks and Recreation Council from 11 to 16 members, increasing Governor-appointed members from 9 to 11 and requiring at least 6 to have experience in recreation and parks management.

Adds 4 General Assembly members (1 majority and 1 minority from each chamber) appointed by the Speaker of the House and President Pro Tempore to serve 3-year terms.

Adds representation from the Natural Areas Advisory Council and specifies that trails and greenways expertise is a preferred background for Council members.

Merges the work of the Parks and Recreation Council with the Delaware Council on Greenways and Trails by formalizing collaboration on the Outdoor Recreation Parks and Trails (ORPT) grant program.

Makes technical corrections to conform existing law to Delaware Legislative Drafting Manual standards, including updating references and clarifying language regarding Council duties and member qualifications.
