Authorizes the City of Lewes to use the State's Voter Registration System for municipal elections instead of maintaining separate city voter registration books.

Requires municipal elections to comply with Delaware Code Title 15, Subchapters IV and V, and allows the City Council to reschedule elections due to a Governor-declared State of Emergency.

Clarifies that an incumbent Mayor or Councilperson is automatically re-elected if no challenger files within the required timeframe, provided the incumbent agrees to serve.

Establishes that a person appointed to fill a vacancy in the Mayor or Councilperson office is deemed elected for purposes of the Charter.

Permits the City Council to restrict fishing on the Delaware Bay Shore northwest of the Ferry terminal within 300 feet of the mean higher high water line if deemed necessary for public health and welfare.
