Repeals § 561(b)(7) which allowed license suspension or cancellation for selling alcohol in violation of § 708 (sales to minors)

Adds new § 708(c) establishing a fine-based penalty system for licensees whose employees sell alcohol to minors: $250-$500 for first offense, $500-$1,000 for second offense, and $1,000-$2,000 for subsequent offenses

Requires licensees to pay all costs associated with violations and mandates re-training of all point-of-sale employees after each offense, with proof of re-training provided to the Commissioner upon request

Maintains existing affirmative defense that licensees made reasonable efforts to verify age through photo identification before the sale

Removes license revocation or suspension as penalties for underage sales violations, replacing them with fines and employee re-training requirements
