• Adopts the Revised Uniform Law on Notarial Acts, updating Delaware's notarial standards from a 1982 version to align with 19+ other states including Pennsylvania and Maryland.

• Authorizes notarial acts for remotely located individuals using communication technology (video conferencing), including administration of oaths and notarization of tangible documents signed remotely.

• Requires all notary publics to maintain journals of notarial acts performed and establishes minimum qualifications (age 18+, U.S. citizen or permanent resident, resident of or employed in Delaware, English literacy).

• Permits notarization of electronic records on equal basis with tangible documents and empowers the Secretary of State to regulate electronic notarial standards.

• Establishes grounds to deny, suspend, or revoke notary commissions for fraud, dishonesty, failure to comply with duties, or false advertising; prohibits notaries from practicing law, providing immigration advice, or engaging in deceptive conduct.
