Establishes regulatory framework for "community-owned energy generating facilities" (renewable energy systems with multiple owners/customers sharing output) with a maximum capacity of 4 megawatts and requires a Certificate to Operate from the Public Service Commission with a $750 application fee.

Eliminates previous restrictions requiring all customers to be on the same distribution feeder and all customers to be identified before system construction, allowing greater flexibility in system design and operation.

Requires community-owned energy generating facilities to serve at least 15% low-income customers (those with gross annual income at or below 200% of Federal Poverty Guidelines or 60% of state median household income).

Provides net metering credits valued at distribution and supply service charges for subscribed energy, with compensation for unsubscribed energy at 10% or less based on locational marginal pricing and no compensation for unsubscribed energy exceeding 10%.

Directs the Public Service Commission to promulgate rules and regulations by March 11, 2022, in consultation with the Department of Justice Consumer Protection Unit to protect customers and ensure compliance with federal and state regulations.
