Clarifies that persons with special disability license plates or permits may park for unlimited periods in spaces where time is otherwise restricted, and must be able to park in metered spaces for at least 1 hour.

Establishes that failing to allow parking by holders of special disability license plates or permits is an unlawful practice under Delaware's equal accommodations law (Title 6, § 4504).

Prohibits signs that ban parking by disability license plate or permit holders, classifying such signage as a violation of equal accommodations law.

Requires the person with the disability to be the driver or passenger in the vehicle when parking in disability-restricted spaces.

Makes technical corrections to Delaware parking and accommodation statutes to conform with the Delaware Legislative Drafting Manual standards.
